For absolutely new, like just getting gear, I'd spend $12 on another 30 ml of liquid before getting the backup battery or charger. Just at the start, figuring out what strength, and having enough of that strength, is critical.
The thing is at months two or three, you should be seeing "payback" since you aren't buying cigs. Instead of going juice-crazy, make the effort to pick up that spare battery or charger instead of yet another liquid sample. A lot of people have significant taste change over their first several months, so try to just get more of whatever liquid is "good enough", & put a few $ into the backup hardware.
After that, a base supply of the good enough liquid, plus backup hw, start trying some other liquid, especially if you are hitting the expected taste changes over time.
$20 - $25 gets you a spare batt and charger, or pt and power supply.
I could always vape liquid that was less than perfect at month three, but would have been toast without a working pv.
