This just struck my mind:

Take flavored hooka tobacco (mmm coconut) and boil in water to extract the flavor and nicotine, strain the tobacco out, and boil out the water to concentrate.

Could be added to PG or VG as flavoring/nicotine...

I wonder how well it would work.

Might also work to use similar to coffee in a french press and concentrate by boiling off the water. I have no idea how you would measure the nicotine concentration, but I suspect if you measured out the tobacco you could come up with a reasonable figure. (I.e. 5 grams tobacco = 30-40mg nicotine - flavoring ml)?

I don't have a box handy atm but I'm pretty sure it's just 100% pure Arabic tobacco and flavoring. I don't think they bother adding color, but I'd have to check.

Edit: No color added, but the tobacco is not Arabic, it is Virginian.
