I apologize that you didn't get a response sooner. I'm glad your deciding whether to get a REO as your first mod. If you do then you won't be disappointed. Just take a look at some of the various threads on here. Such as this one and:

I don't use a multimeter but, I do use a volt indicator and a ego-510 extender:

510 Battery to eGo Atomizer Adapter
Since the connector is lower due to the catch cup. It makes it hard to screw in the volt indicator without the ego adapter. Which is why I use them both in combination with one another. This will make it easy to see when it reaches 3V.
And no, it's not imperitive that you have one because of a REO. I use it to test voltages when I use various atties and cartos under load when I test out my various bottom feeders.
The way you can tell when you need to change the battery is when you notice a drop in performance. Ex. less vapor, flavor, and TH than there was in the beginning. Not much people use multimeters unless they want to know if they have a faulty atty/carto or what I said above.
