The officer said that in the state of VA 20+ over the speed limit is reckless driving but he cut me a break for just speeding, hmm we'll see how that one turns out!

Write a snail mail letter and tell them you don't have a phone and if they could send you a letter back telling you how much you owe them!

You know it won't be cheap, and they like to spend the money on employees time-so give them something real to do. Open a letter, go find someone that can read, go find someone that can write or type, and maybe they can figure out how to get the postage machine to work and write you back. See, a good hard days work for somebody in the ticket department!
