They can't really stop or slow the sale of VG or PG without disrupting a whole lot of other manufacturers that use it for other completely unrelated things so juice without nic will still be available in any case. Same goes for food flavorings that are used for juice. They'd have to fight FAR more than just the vaping industry and it would be a logistical nightmare.
It's just the nic itself that could be restricted by requiring special licensing and even THAT will be tough.
The hardware can be easily worked around so there's another no-go.
Therefore, it's the small businesses and the people who are afraid to/don't know how to go about fending for themselves who will be the real victims.
