If you have not already unscrew bottom cap the airflow ring is affixed inside of it then put finger inside while holding outside with other hand see if you can spin the inside airflow ring they are usually stiff at least mine are but do move .
If not would run it under some hot water and see if it will move after trying again.

As Dieseler and United States have mentioned, tanks can come rather tight straight out of the box. Another method of getting them to budge loose is to let the tank sit in a freezer for about 30 minutes. Then, while wearing rubber latex gloves (similar to dishwashing gloves), try to turn the airflow ring counter-clockwise to unscrew the ring.
