There are over 4000 chemicals in cig smoke (a lot come about through the burning process); there are over 50 known carcinogens in that group, including the pretty nasty ones known as Tobacco Specifc Nitrosamines (TSNA). At least some eliquid tests have found trace amounts of TSNA, at the level (small) found in approved NRT products (like the patch and nicotine gum); the risk from TSNA increases with the level of them, and in standard eliquid's case it is really small.
Safer, yes; Safe, no, IMO. This is a statistics thing, I would say vaping is a heck of a lot better than smoking, but not vaping is safer than vaping. Vaping is a significant risk reduction, but there are likely at least some residual negatives, if only due to nicotine (which has some benefits as well as some negatives for certain people). On the other hand, given the risks with anything else in life, I'm personally comfortable with vaping, since with it I've broken a 37 year smoking habit.
