Have you watched any how-to vids? Here is the only one I have seen, and the only method I use. https://www.youtube.com/watch?v=ttsi6N2f9FI&feature=youtu.be
Might be twisting them in to tight and turning the stem. Just twist them in lightly till it fires then add on the top.
Does the cotton feed through freely? I'm wondering if the cotton might be binding pulling one of the legs out of position to the side of the coil head causing a partial short.

28ga is to big to fit all those wraps in the small body of a kanger bcc
you can do it, but way more trickie than with 30, 32ga wire

I second SueGeo's advice. I have not came across this problem yet just make sure everything is in place.
I use 28 gauge with 6 or 5 wraps easy and 30 gauge parralel that i just ventured into and loving

I agree with PZ with my preference being 32g. Are you sure your wire is not protruding out of the insulator around the bottom pin?

+1 I tried 28g and couldn't make a coil over 1.4 ohms. Switched to 32, wanted 30 but my B&M was out. Could are 2.3-2.7 for my attempts. I'm good with that for now
Six wraps of 32g will give you 1.5 ohms at 2mm inside diameter as will five wraps at 1.5 mm inside diameter. The 1.5 build requires a little extra cotton tucked into the coil barrel.
I shoot for 1.5 to 1.8 Microcoil.
Using 30G Kanthal. Biggest mini screwdriver that fit in the slot of the coil and there are never trouble! with cotton.
I would suggest getting some 30G.

28ga is a bit too large to be cramming into a PT head. I mean you can do it, but as you are experiencing, it is very difficult! I would guess that the coil is contacting either the side of the head, or the chimney after you replace it after wicking. I use 30ga myself for PT's, 9 wraps on a 16ga needle gets 1.8 ohm micro coil. Going much below 1.5 ohm in a PT will probably push the ability of wicking and air flow to keep up as well.
Have similar problems on my RDA from time to time.. I play with it till it goes back it always does lol

the toothpick is just big enuff to 'wedge' into the "V" on the coil base
which holds everything in place for ya...
est toothpick to be 5/64" (2mm)
my cotton yarn about 2.2mm
makes a perfect match

Tooth picks are great for set up of multi coil builds with diameter restrictions of course. (scotch tape works well for adjusting up and sanding while rolling on a low powered Dremel disk works for adjusting down with a wee bit of patience)

I agree 28 gauge is a bit too thick for a Protank coil. It's doable, but you have to really be careful when threading the cotton through the coil, so as not to push the coil so it touches the side. You are probably doing that and causing a short, which results in the drop from 1.5 to 0.5 ohms.
Personally, I use either 6 wraps of 30 gauge, around a 1/16th drill bit, to achieve about 1.7 ohms or 6 wraps of twisted 34 gauge, around a 1/16th drill bit, to achieve 1.9 ohms. I have to say, right now, I'm thoroughly enjoying the twisted 34 gauge, 1.9 ohm coil, when vaping at 5.0 - 5.3 volts on my Provari. Using Green Apple from MBV, the warm vape really brings out the flavor.
