Ever since I quit smoking I don't even go into gas stations anymore to notice these things. I always pay at the pump and usually grab a soda before I leave the house.

I think you are both right. Yes its more likely to be taxed but its also more likely not to be outlawed. A fair nicotine tax would be better than a ban.
Hopefully the government stays a step behind as usual and taxes prepared eliquid and not unflavored nic. Probably a pipe dream but one can hope.
