It is legal for teenagers to buy e-cigarettes.
Sure, if by "teenager," they mean someone eighteen or nineteen years old.

Incidentally, a bill prohibiting sale of e-cigarettes and liquids to minors is on its way to the governor's desk, where it's expected to be signed.
