Coordinated Universal Time, the official time. the number negative or positive is the offset for your time zone. So the time posted was Eastern US that is UTC -5 or 5 hours behind UTC. The Philippines is UTC + 10 or 10 hours ahead. Midnight UTC is 7pm in Eastern US or 10 AM in the Philippines. I'm at UTC - 6 so the sale for me is at 6pm
