I peel the top and bottom layers off the pads and then cut strips along the long side...

If the layers are left on the performance seems to not be right.

There are no top and bottom layers on the genuine KGD that I have. The pads are all the same thickness / density / texture from top to bottom. KGD is skinless.

The box of 60 I received do as do all of the videos watched. If you peel one side it becomes clear there is a thicker layer on each side.

After playing with a pad, I think it's more like the whole pad is kinda layered - like those biscuits. There does not appear to be a different density between the outside layer and the middle layers? It's really hard to tell.

Here's a video and you don't wanna roll KGD like CVS. Just twist the very tip to thread in and leave the rest alone.

I use kohgendo in a similar manner. I separate the pad and cut a long section that looks good for my coil size. Once cut I then peel away stray fibers and straighten some fibers. From this point you can just twist the tip to thread it through. The wick should go in easy and not bunch up. The coil section will "fold" the cotton into itself, leaving the tail ends "unfolded".

If you insist on rolling the cotton, which works well too, just gently mold it. You don't want to compact the fibers, just a light roll.

This is what I mean. There is clearly a thicker section and doesn't seem to wick as well for me so is removed. My simple test was to cut into a pad as it is out of the box versus after removing the outside layers - much softer and the wicking is noticeably faster.

The other plus is the layer works great for wrapping the SS wick on a genny before doing the coil :)
