No, stainless steel is too heavy to use in an application like this. It will be anodized aluminum. The FDA approves anodized aluminum for food contact, some juice feeders on the market are using non-anodized aluminum to hold liquid, a big no, no, as e-liquid is midly corrosive and is dissolving aluminum into your liquid.
Nope, not like the Suckaton at all. I can say all the existing juice feeder design i've personally seen are simpler, lathe produced primarily cylindrical designs. My juice feeder is a one piece design, machined from a single piece of stock, that can not be made on a lathe or even a lathe and a mill, it requires multi axis computer controlled multi operation machining. I wasn't even able to make a proto-type with my lathe and mill as they don't have the capibility. If you have one of these, you could make my juice feeder:
