Most of us have our own favorite way of punching or slotting cartos. I use a dremel with a cut off wheel to slot mine. Some folks prefer a drill with a 1/16th (I think) bit and drill just until break thru the metal.

Some folks have sucess with an awl but you have to make sure the carto stays in the round or it'll leak.

My pleasure Southern! I believe you'll want your hole or slot about 3/8" from the bottom of the carto tube but it might be best to wait until you get your tank. That way you can use the bottom cap of the tank to make an accurate measurement :) OH!! Practice on some used cartos first until you get a feel for it!

I ran across a good buy on an off brand dremel (rotary tool) at Big Lots to replace my wimpy RPM one yesterday. The instructions are so small I can't even read em with my reading glasses. Sure would be nice if I could figure out how to attach the flex shaft LOL.

You should slot them just above the bottom seal. This is a fusion but they all should be done at this spot.

BTW I did one yesterday with a hacksaw. As long as you make a hole and don't go into the filler. Go just deep enough to get through the tank wall. I usually use a Dremmel like Bovinia does.
