Liberty Flights "mains charger"? Is this a wall charger?

I'm looking at Liberty Flights website and they list a "mains charger" and USB charger with their starter kit. Since this is a gift for a friend who doesn't have a computer, I need to make sure I get it right. Does anyone here know if this is a "wall charger" (+ the USB)?

I couldn't find a photo to check for myself.

Yes, "mains charger" means one that you plug into the wall. Perhaps it's not a common description in the US, but "mains" refers to domestic AC power (100-250v at 50-60hz). Usually where a USB charger is supplied a USB/AC adaptor is also supplied to allow you to plug the USB charger into the wall socket, but you'd have to check that with Liberty Flights.
