The first thing you need is Nicotine base. Then you will want to purchase Vegetable Glycerin and Propylene glycol. Make sure they are USP grade. You will want to get some 5ml or larger syringes and droppers and bottles. Us Plastics has good deals on bottles. Also make sure you download the ejuice me up calculator. eJuice Me Up - e-Juice e-Liquid Recipe Calculator. Crystal Clear vaping and Box Elder Chemical Supply have some really good nicotine base, USP Propylene Glycol can be found at Tractor Supply stores for less than 30$ a gallon. VG can be found at some supplement and hobby stores. Then you will want to pick out some flavors. The best thing to read for flavors will be the diy flavoring guide at the top of this forum in the stickys. One stop diy shop has the best selection and price on flavors. If you don't want to purchase everything seperately to start out everything can be found there. They also sell starter kits with everything to get started.
Box Elder has a 40% off sale going on. 47 dollars for 500 ml 48mg nic (Levonic is their brand of nicotine). This will make 1000 ml of 24mg base. Thats enough for a year of fairly heavy vaping. That would be the first thing I would grab if I was you.
Seconded on Box Elder. Keep an eye peeled for their sales (also at Gourmet Vapor, who retails for Box Elder), Box Elder is as good as it gets. Clean, clear nicotine heaven.
I would recommend you read up on e-juice recipes under the tricks and tips section here and get your basic supplies as noted above.
