Would I be able to make a dripper using these parts:

a black cartridge and the atty? The blank has the plastic insert with the absorbant material which can easily be removed.

If possible what would I have to do? Buying a dripping atty right now is not possible.

Where you least expect it....
Looks like you have a 306 atomizer. All you need is a 306 drip tip and your ready for dripping. However, as you already written. You can remove the filler material and use it that way. Although, there is a fair chance that it will melt during vaping.

Not familiar with that threading at all to be honest. Would be hard to find a drip tip for it so that you don't burn yourself when vaping. Does the battery that came with your kit have a sealed post or not?

If not, then dripping won't be an option for you. Since, e-liquid entering the post can easily kill the battery.

The kit originally came with auto batts but I have 2 eGo's now. Probably better to wait and get a drip tip and not rig something using a plastic cartridge. The cartridge just slips over the atty and does get quite warm after several draws. The cart easily comes off at that point. I have a 510 to 301 adapter I use to mate to the 7's batt. Will use the 7's stuff until they die.
