Absolutely you can have too much fluval. Think of it as a sponge. If the sponge is too dense, will the liquid underneath seep through?
There are two trains of thought on the fluval. One is to have it "filled" but not full. The other is to barely fill it (only enough to act as a stopper). I've tried both methods and they both have their merits. What you want to remember is that the fluval should act as a wicking mechanism to draw the liquid through the cart, to the atty. How much you need is debatable.

Size of the fluval for a mega cart can depend on the juice you're using, more VG, less fluval.
The mega attys use up a lot of juice, makes a lot of vapor and needs a steady supply of
the raw material to make the vapor. :)

I've tried to judge the wicking by how fast it absorbs the juice when you fill the cart,
if it soaks in too slowly, it comes back the same way.

I cut a 1" x 1" x 1/2" thick piece of Fluval (Water Polishing Pad) and roll it up to stuff in the mega carts. Then fill from the bottom with a syringe if it comes through the media to show on top then all is well.

The Fluval has a grain to it, all of the fibers making up the material run in one direction. If you put the fibers running across the diameter of the cartridge it acts as a plug and nothing comes through. Make your roll up with the fibers running the length of your tube and cart then it will wick fine. The Fluval is not actually absorbent to any noticeable degree, the fluid clings to the fiber and runs along the length of the fibers, like a rain lamp you might have seen.
