Wasn't a point made at the NYC hearing that this is not what Tom Kiklas said? Is he being misquoted again?

I do think the number of teens vaping is growing but there is another side from this coin; the number of teens taking up cigarettes is declining.... I guess that from now on more "concious" people will start vaping instead of smoking and I'm alright with that

This is what Tom said in his letter to the NYC council:

We, at the TVECA, support the FDA in regulating the e-cigarette under their authority over tobacco products.
