first I'd like to say that I have bad luck with anything ecig related, when it comes to equipment. I'm not giving up though until I figure this stuff out.... so here goes.

I vape 100% VG with the stock protank straight out of the box, I usually start getting burnt vapor at 7.5-8 watts, so I have to turn it down to about 5, which is very low for my liking.
I was told to take the top wick out to allow this tank to better perform, and when I take the top wick totally out (where you can see the bottom wick coils and all, it floods immediately when I reassemble and vape.

I tried putting half the wick back in, and that worked after I cleaned the excess juice and cleared out the excess juice that flooded the atomizer. worked great but this morning when trying to vape it needed to be totally cleared out again twice before getting a decent non gurgling vape, but by the time this outcome was reached, I had cleared and blown out a good 0.5ml of juice.....

My brother had shown me how to do this wick modification, and had done it to one of my other protanks for me, and I have NO issues with that one whatsoever, except for an occasional minor flooding issue that is quickly fixed by running a Q-tip through the mouth piece to take up excess juice.

What am I doing wrong.... its pretty simple or SHOULD be. take the atomizer post off, remove some top wick, reassemble and VAPE right? geez....

You're right, it should be as easy as you say. I've used my Protank with and without that top wick and couldn't really tell any difference and I haven't had any flooding issues with my 100% VG juice. I suppose it could be a faulty tank but I haven't run across this issue before. All I can recommend is you learn how your brother did the wick modification and go from there. Sorry I can't be of more help. Maybe somebody else will have a solution for you.

Have you seen Phil's review of the tank? He shows you how to do it at 8:45 into the video.

That said, I don't modify my Protanks or other Kanger BCC clearomizers. Is your ejuice very thick? Maybe you could dilute it a bit with a drop or (per ml) of distilled water? It's not so much the percentage VG as the viscosity of the eliquid that matters.

Also, have you tried taking priming puffs now and then? Try taking a puff or two without activating the battery--it removes air bubbles from the tank and forces your juice to travel onto the coil.

Good luck!
