technically, liquids without nicotine are legal, but you better explain damn well what it is used for ;)
Even though it was already clarified by multiple citation of the Act itself I feel like there might be some not yet convinced
I should confess my stupidity sometime back to set the stage for the story: I had this same question in mind about a month ago and found no better way to solve it but sending email to HSA.
In that mail I was asking if ordering e-liquid with zero nicotine content would be an offence
They didn't reply for a while and I just placed couple of online orders, few hours before the reply came saying that it's indeed an offence under section 16 of the tobacco Act to order any items closely related to electronic cigarettes and any attempt will be scrutinized by the Authorities.
They also mentioned the penalty which was 5k for the first offence and 10K for those who doesn't learn.

I immediately admitted that I just placed few orders (like I had some choice at that point) and they suggested to cancel those orders and send them proof.
Couple of e-cig related items (including really small one, TF-R2) were busted by customs in about a week and I've got official notice they handed them over to HSA
This was it so far and I'm crossing my fingers it won't have any more consequences - at the end of day I myself sort of informed them.

But the bottom line is: if it contains nicotine or not doesn't make any difference. If it's related to e-cigarettes it's covered by the Act

Very honest of you :)
Tobacco and nicotine has all along been classified as restricted and (nic) under the poison act.. It's just that now vaping has gain momentum and is indeed threatening the stronghold of tobacco, that they decided to further act upon the vaping industry, pushing governments, subjecting them to strict regulations knowing that most do not have the budget to handle the regulations..
Until the vaping industries can provide the amount of tax money as the tobacco companies, the restrictions from governing bodies are unlikely to cease. And tobacco giants are even more unlikely to let it happen.. :( who's gonna give up their cash cow volunteeringly?

How this actually help those current smokers who are trying to quit analogues? :sneaky:
who said they were ever trying to help smokers quit? this ruling just makes the analogs more entrenched by killing off any competition. if they were serious about it they would ban ALL tobacco and nicotine including analogs, but of course we know that will never happen. so lets ban vaping which "may" be harmful and allow smoking which definitely kills. so logical they are. this is the biggest public health policy failure. really sad.

also, nicotine is not tobacco, it may be a component but science has already shown that the harm does not come from nicotine but from the burning of tobacco and the additives. also, nicotine used apart from burning tobacco is shown to have much less addictive power which is why vapers find it easier to lower the nicotine levels in their juice, some even going to zero and just enjoying vaping. they should ban coffee next, heard caffeine is addictive, can cause heart palpitations etc etc. (sarcasm intended as they just might.)

The law is still the law, we can't contest

We need to be vigilant about our vaping space. Keeping it super low profile. No showing off, vaping community need to protect each other from merciless clutches of the law

Vaping became popular for our smoker community, tobacco sales drop, tax revenue drop, potentially visit to Hosipital for analog related sickness drop. Tax revenues drop so this law protects the analog taxes which was enjoyed last couple years now that vaping threaten tax revenues that they have to banned it
