It should be Noted that the above statement is Quantified to Health Risks associated to Smoked Tobacco Products. So any Health Risk that are Unique to e-Cigarettes and not seen in Combustible Tobacco were not considered in this Most Likely percentile.
It also should be Noted that as with just about Any Statistic related to a Population, the same statistic can Not be Applied to every Individual.
The Individual Vaping 45ml's of 30% Flavored/Sweetened e-Liquid at 490F is a member of the Vaping Population. But may not be a member of the assumed 95% Harm Reduction group.

The Long of the Short of it to Me is that Switching to an e-Cigarette from Smoking is Viable Harm Reduction for most people. And something that should aggressively Promoted to those who Can Not Quit.
But the use of the Blanket Statement that e-Cigarettes are 95% Less Harmful than Smoking is somewhat Disingenuous.
