This is where the Infamous 95% Percentile came from...

"> Nicotine delivery from e-cigarettes is variable and, with some first generation
devices, very low.

> However, e-cigarette design is evolving quickly, with newer models delivering
higher doses of nicotine than their predecessors, and hence being more
satisfying for smokers.

> Some of the carcinogens, oxidants and other toxins present in tobacco
smoke have also been detected in e-cigarette vapour, raising the possibility
that long-term use of e-cigarettes may increase the risks of lung cancer,
COPD, cardiovascular and other smoking-related diseases.

> However, the magnitude of such risks is likely to be substantially lower than
those of smoking, and extremely low in absolute terms.

> These potential health risks arise primarily from contaminants and
components generated by the vaporisation process, which should be
amenable to reduction through technological and purity improvements.

> New nicotine products in development are likely to extend the range of
choices available to smokers further, increasing purity and safety, and, in
those achieving greater pulmonary absorption, addictiveness.

>Although it is not possible to precisely quantify the long-term health risks
associated with e-cigarettes, the available data suggest that they are unlikely
to exceed 5% of those associated with smoked tobacco products, and may
well be substantially lower than this figure."

It should be Noted that the above statement is Quantified to Health Risks associated to Smoked Tobacco Products. So any Health Risk that are Unique to e-Cigarettes and not seen in Combustible Tobacco were not considered in this Most Likely percentile.

It also should be Noted that as with just about Any Statistic related to a Population, the same statistic can Not be Applied to every Individual.

The Individual Vaping 45ml's of 30% Flavored/Sweetened e-Liquid at 490F is a member of the Vaping Population. But may not be a member of the assumed 95% Harm Reduction group.

---

The Long of the Short of it to Me is that Switching to an e-Cigarette from Smoking is Viable Harm Reduction for most people. And something that should aggressively Promoted to those who Can Not Quit.

But the use of the Blanket Statement that e-Cigarettes are 95% Less Harmful than Smoking is somewhat Disingenuous.

It's a no brainer to me that e-cigarettes are much less harmful than smoking. My lungs tell me that after 9 years vaping. Sure, it matters how much juice you vape, the power setting you use and temperature that the vapor reaches, and whether you inhale deeply or shallowly or not at all.

The YouTube videos that compare smoking to vaping show the difference in the residue from smoking vs the residue from vaping an equivalent amount of e-liquid.

While I had seen the general statement from those in the Royal College of Physicians regarding "95%," I had never seen any information supporting that conclusion. The idea that e-cigs have 95% or more less 'bad stuff' than cigarettes may generally satisfiy the notion. It might be more scientifically accurate to state something to the effect that 'e-cigs in general have 5% or less of the known harmful products that cigarettes produce.'

Here is something from Parliment that is more recent than some of the other information.

It is quite remarkable the difference in outlook between the UK and the US.

Thank you to those who posted supporting data.

That is something that we ALL can agree on.

And something where there is Little Doubt who is placing more value in "Public Health" verses Tax Revenues and Political Grandstanding.
