It's a political play... they do it all the time. It's been successful more than once.
They take a ridiculous idea & push it forward to a vote, which gets shot down. Then they rely on the fact that the sheeple have extremely short memories & don't pay attention to what thepublic servantsruling class is really doing. They let it rest for a while & bring it back for a congressional vote, because it must not be a ridiculous idea if there was a vote on it before, right? There's a few other nuances to it, but that's the gist of it. Gov. Moonbeam is well versed in the tactic.

I'm not sure why the majority of the people have such short memories.
But I've seen it time and time and time again.
Also don't forget the fear factor that they slowly build up and implant
in people's minds....especially older people.
