Toronto, Canada,
I have the production model ... it has the black button not the white one. the instructions say to - end battery in first and the + end out towards the battery cap.

It is like I don't have something programmed right ... I am totally confused ... I watched a video and everything is right

Take a look inside the battery cap, it should have a "-" meaning negative, so the "+" goes in first. ;)

You are all wrong, he is experiencing a hard short.

Seeing as you don't know what to look for, this should be fun. Why do I have a feeling you really tightened down your device. You cant go too tight, as that brass colored dot in the middle of your top connection there, will ground out to the outsides of the connector, or 510 threads.

Try another device, and remember, only tighten so as to achieve a connection. Like a loose snugness, if that makes any sense...but not wobbly loose.

No I put the tank on just enough to hold it in ...

so if it is a hard short what do I need to do? ...

Well, it could be that center pin or a wire inside your device touching metal in your device.

I'm sure you have a rough idea of positive and negative, and how they need to sat separate, right? Well, that center pin up top is the pos, and it should be fairly raised. As for the device, unscrew the coil head and see if the coil is too far over to one side. Once you dig around more, this should be self explanatory to you.

I vape 1.8 all the time on an SVD.
Pushing + and - together, you got 1.9 - that's correct, it's reading the resistance of the coil. And if it can do that, it should then vape!
Before, you said it was reading NON or 0.0 or something...

Battery is definitely button "up"...

Man, I hope you figure this out and it's something silly!
GL!

I hope it is because right now my head is hurting ... lol ... when I hold the + and - I get 1.9v but when I go to vape I get a red flashing button and a 0.0v
