I plan on starting DIY, I have a fair supply of pre-mix juice but as that stock dwindles, I want to begin making my own. So the few questions I have are, whats the latest word on what the FDA may do in regards to nic juice, any insight, thoughts, feelings or links would be much appreciated. Secondly what kind of shelf life are We looking at. And finally I do have experience in a laboratory setting working with acids, reagents, measuring in mils, titration etc etc, so even with that experience and the ability to work with caucus confidence is 100mg/L to strong to work with?

no one actually knows what the FDA's stand will be regarding nicotine liquids but a very paranoid streak runs through these boards who sill state as a "fact" all sort of doomsday scenarios and conspiracy theories. the real answer is no one here truly knows what the FDA will say.
regarding 100mg/L base --as long as you handle it with care and dilute it (as in add 3 liters of PG to what you have to get 25mg/L) before using it in recipes. if you are just starting out it might be better to buy a 100ml bottle at 48 strength just to experiment and learn without having to spend so much money.
if you have experience in a lab it would be a very good idea to buy a nicotine test kit and get more accurate results regarding what you are working with. you can get one here: http://www.eliquidtest.com
