No. If you mix 10ml of 3mg/ml and 10 ml of some other 3ml/mg, you end up with 20ml of 3mg/ml.

What might be trying to confuse you is that each bottle has 30mg of nicotine and if you mix them together, you have 60mg total. The concentration stays the same because they were both 3mg solutions.

Warning this is a stupid question!!!

Reminds me of an old saying (with a slight edit):

Better to ask a dumb question and look dumb for five minutes then not ask the question and be dumb for life.

I have been told that if you mix 6mg with 0mg you get like a 3mg nicotine level.

That is, of course, if mixing equal amounts of both.

^This. You are doubling the amount of nicotine but also doubling the overall volume of juice, so the ratio (mg/ml) stays the same. If you mix 10ml of 6mg juice with 10ml of 0mg juice, you are doubling the volume but keeping the same nicotine level, so you are halving the nicotine to 3mg.
