If he thought just running for President made it okay for him "fall off the wagon" - wait until he starts - he will be up to 2 packs a day before the end of the week - LOL... If only we could get an e-cig to him. 
He was quoted as saying we will not see any violations of rules in the White House. Undoubtedly, there are places on the White House grounds that are off limits to the media.

OK, just to play devil's advocate; if your spouse were having an affair, and s/he promised to stop, and later you asked if s/he had stopped the affair, and s/he answered, yes but I fall off the wagon sometimes...?
He is going to decide who in what nation will prosper, who will suffer and who will die. It it was my choice, I would much prefer him chainsmoking through the entire process. Much better than touchy, jumpy, annoyed fresh quitter with cold turkey sitting firmly on his shoulders nagging him somewhere in the general area of his upper ribs.
Apart from that... I believe he will lead the country in which every woman is free to decide what to do with her body when she is pregnant. Even though chances of him getting pregnant are rather low, shouldn´t he also be allowed to decide what to do with his body...?
