good news... after talking with PayPal I had my account restored. My money is now back in my hands.
I can't (and won't) take ecig related payments but at least I didn't lose what was there. It was tough as I sound horrendous and they had trouble understanding me but they were VERY nice and understanding. One person called me and stayed on the phone while I removed a reference to them I didn't know I had on the website, once it was removed, she lifted the hold in two minutes.
My opinion of PayPal is now somewhat restored.
WePay has been FANTASTIC, they have contacted me several times to ask questions, assure me they are ok with ecig and generally wish me well. If anyone ever needs to accept payments let me know, I'll give you a referral link

You get 10 dollars free that way.
They are not the solution, just a temporary bridge until I get full CC going.
I am going to have to redo the website, I use a special cart that doesn't have any option that isn't online integrated with providers who don't accept ecig vendors...I think if I tried to sign up with an online processor I would just get shut down and this whole thing would start over again. So I believe I am going the local bank / POS terminal route, which means I will accept CC's on my website and then enter the details manually here. This way, I can't get into any trouble.
So next up is re-coding the website and getting some SSL going for secure payments.
Also I have an Amazon Payments account already but the cart is not setup for it, so I will put that as an option when the new website is up. In fact, I'll have three, WePay, Amazon and CC on site. You choose.
