Regulatory capture occurs when a state regulatory agency created to act in the public interest instead acts in favor of the commercial or special interests that dominate in the industry or sector it is charged with regulating. Regulatory capture is a form of government failure, as it can act as an encouragement for large firms to produce negative externalities. The agencies are called Captured Agencies.

That's true, but very few NEW vapers are willing to pack around a Silver Bullet or a Chuck. They want something the size of a cigarette, until they see how awful a battery that size performs. Of course, usually by then they can't go back to smoking, so they start moving up in size.

Hey there, I'm a Noobie NEW Vaper. I just got my CHUCK. Not all us noobies stay away from the big guns. :D:p

Well, I did say "very few". Mostly people who's jobs require them to wear tool belts anyway, or the occasional Trekkie or Star Wars fan. You guys are always looking for an excuse to carry around some shiny, metallic, high-tech looking gizmo anyway. That way, when nobody is looking, you can whip it out and pretend that it's a phaser or light-saber or something. It's OK, we don't judge people around here. Whatever consenting adults do in the privacy of their own home with a "light saber", a donkey, and a midget wearing an fur snowsuit is none of our gosh-darned business!
