The policy defines the Library’s properties as buildings, grounds and vehicles.
The policy defines tobacco as smoking in all forms, including the use of

Pierce County Washington is next to the famous King County.
The spread of e-cig bans to Pierce County is just a given.

Of course, Seattle (King County) has no issues with hosting

They tried that last year, but settled on public use ban in places where kids are present - not bars and such.

So if I were to go into the library and use a dissolvable tobacco product...
And if I were to tell the library staff that I was doing so and I intended to continue doing so...
And they were to tell me that I had to leave...
And I were to tell them I was not going to leave...

There's an easy solution to bans on smokeless tobacco, if you're using something that doesn't involve spitting. let me walk you through it:

step 1: go in the bathroom stall.

step 2: insert pouch or tablet under lip.

step 3: leave bathroom.

step 4: walk past "tobacco free" sign and laugh.

step 5: ???????

step 6: profit!
