I don't know why I continue to be amazed about the utter lack of understanding of how the world works by Pols.
You are only eliminating tax revenue producing businesses in your state.
There is this new-fangled thing called the internet, it reaches everywhere, even outside of Oregon.
The USPS is nearly bankrupt, good luck getting them on board for enforcement, even if it wasn't the case that a federal agency has no requirement to enforce state or local laws.
Plus since the fines are levied on the providers not the purchasers, out of state or country distributors would cost the State enormous amounts of money to prosecute and collect from.

This is just horribly insane. I am very angry at these blooming control freaks. The people need to let their politicians know this won't fly. I would tell my state politicians if you vote for this, I will never vote for you again. That might not scare them, but at least it will wake them up out of their power hungry stupor. Seen the news from Indiana? At least as bad as Oregon. Indiana is as conservative as they come. That should tell us something about party politics. Remind me, which party wants to enslave us and which one wants us to be free? As long as they can convince us that there is a difference and we should be appalled by the wicked schemes of the other side, their well paid jobs and benefits are safe. And we waste our energy fighting each other.

If we can make enough noise about vaping they might change course. Or at least leave enough wiggle room that we can stay in business long enough to fight back.

Also, Oregon residents should mail their senators. Here's a copy of the email I sent to Senator Steiner Hayward (a real letter would have been better than an email, but I wanted to respond right away):

Dear Senator Steiner Hayward,

I am a lifelong democrat who, like yourself, votes consistently along party lines. I am also a resident of your district, District 17. I was dismayed to learn that you are one of the sponsors of Oregon Senate Bill 415, which would make it illegal to sell flavored e-liquids or flavors used in e-liquids.

I was a smoker for 32 years. I tried most of the medically approved treatments to break that addiction, including gums, patches, and quitting cold-turkey. I always ended up returning to smoking. Then, last summer, I bought my first personal vaporizer with a delicious caramel macchiato e-liquid. Since then, I haven't wanted a cigarette. My last cigarette was on the drive home from the Portland-based business where I contributed to the local economy by buying their products. My intent when I bought the vaporizing device and e-liquid was not to quit smoking, because I was utterly defeated and convinced that nothing could help me quit. However, I was surprised to find that when I was vaping, I had no desire for a cigarette. vaping simply tastes better than smoking, and as long as it continues to do so, people will gladly switch from smoking to vaping.

Now, it seems that certain members of the Oregon Senate have decided that vaping should be as much like smoking as possible. Only tobacco and methol flavored e-liquids are to be available for adult smokers to purchase. This can only reduce the likelihood that current smokers will successfully transition to vaping, as I have done. It is ironic that in a state where it will soon be legal to buy an ounce of ........., it will be illegal to buy an ounce of strawberry flavoring, if your proposed "emergency" legislation passes. This legislation makes the Democratic Party appear to be out-of-touch with its constituency, and I find it personally embarrassing.

I urge you to reconsider this proposed legislation. It's bad for Oregonian business; it's bad for cigarette smokers who will be denied the opportunity to successfully transition to a less harmful alternative; it's bad for the Democratic Party; and it's bad for your legacy. Every week, more scientific evidence mounts that vaping is a viable alternative to smoking for many Americans. History will judge whether you are on the right side of this debate with SB 415.

The irony is that I'm 73 years old, and probably already have everything I will ever need to vape for the rest of my life.
