That is a Hard Question to Answer for all things.
In some instances, Research, Electronics Design and Implementation can be a HUGE Cost and Time Expenditure.
In the case of an Electronic Cigarette though, chances are you just draw up a set of Design/Dimensional Specifications and send them out for Bid. I'm not an Electrical Engineer but something Like a Provari which Basically just provides a Voltage Output and a few display functions isn't going to be a Huge Challenge to a Chip Company.
I wouldn’t be surprised if Very Little Research or Hard Core design would be needed for the Electronics that go into an e-Cigarette like the Provari. More of an "Off the Shelf" type item. All the Research/Design was long ago Amortized into earlier Units.
Now making something like a Main Board to control a Hybrid Car is going to be a Different story.
