It depends on the build. If the TC kicks in during your hit at 30W, then yes you hit the target temperature.

Hot coil, airflow, wicked juice, these three elements must be in balance. Not enough juice or air for a given temperature coil will result in a dry hit. In your case because either air or insufficient juice is present to cool the coil, TC is kicking in hard. It's hitting 400f, but almost immediately rather than softly towards the end of the hit.

What could you be doing wrong:
Well you could be wrapping a 20 gauge 0.1 ohm octocoil.

Is this a prefab coil?
What wattage setting are you using?
Are you sure your 240 is not 240c as opposed to 240f ?
Once the coil is wet, it won't get much hotter than the boiling of the liquid.

@battouter, it may just be that 30W is not enough to drive that coil. In my opinion, there's really no reason to set the wattage anything less than as high as it will go when using TC mode (presuming you get to set it at all, some devices just do this automatically). Presuming that the idea is that you want to vape at a particular temperature, it seems like you would want to reach that temperature as soon as possible. It baffles me why some people (not saying you) use TC mode and then actively try to avoid hitting the temp setting. Like, if the temperature control kicks in, it doesn't mean you've done something wrong, in fact just the opposite. It means that it's doing exactly what it's supposed to do, which is to bring the coil up to your set temperature and then keep it there.
You may need to update your software for TCR mode, I enjoy mine around 112 - 116

The tank is a bellus. Is there a set of resistance that should be used with TC mode?
Yes, that is exactly what I am talking about. It won't hit 400f, that is why am asking if 30w is enough to push it to 400f.
Some mods want SS at .5ohm for TC - Check your owners manual
What Gauge are you using? Heavy Gauge is harder to heat and low watts+ wet coil slow the process.
Simple solution is to Raise wattage until you are able to reach desired Temperature, then tweak each for best results.
You should not hurt anything by raising Wattage in TC.
Wattage setting is only active until Temp is reached. Then the Mod throttles as needed for consistent Temperature.
My Wife's VTC-mini runs at 580F/18w and reaches temp with no issues. This is with a stock Ti coil in the included Mega Tank.(probably 26-28ga.)
