Quick, what did I do wrong? Before I ruin another bottle

Thanks all. For those following, I did ask VZ flat out if their concentrated flavors contained oil. The response I got to that was "They are alcohol base. I would think that 30% distilled water is too much and is thinning your juice out too much. VG takes longer for the flavoring the blend well. I use a 10% distilled water mix with my VG juice and it is plenty enough to thin out and work well with my clearomizers, cartomizers, atomizers."

So i was letting it steep... or so i thought. It separated back out again. Was this to be expected?

I don't want to add more flavor to my juices if they're all going to separate and just keep separating. Tempted to scrap all this.
