they don't appear to be exactly the same. it might work it, might be flaky or not work. looking at the reviews it does appear to have some usb current limit detection functionality which would almost certainly be triggered by volts less than ~5 on the input. and if it does work i don't think the output will be fixed over the battery discharge cycle as you seem to be wanting
