Regulating e cigarettes as drug delivery device?

I see that this topic is the topic of many threads, why so many threads on the same topic. Shouldn't it be encouraged to keep the same topic in one thread? Maybe it's because I'm new but it's hard to follow all the different threads on the same topic.
