That looks super likely, based on the pictures. Where did you get the batteries? I probably wouldn't use them, and if you bought them somewhere, I would probably return them.
For safe battery care and handling, as well as in Mooch's blog a table that contains tested authentic batteries and in the last cell lists reputable suppliers, if you have access to such suppliers (and there are EU lists of authentic battery sellers too, if you are from Europe, although I don't have a list of them, sorry) I would use a reputable seller. They're usually cheaper than vape shops or other avenues, and you know that what you are getting is genuine. Those dots are where the batteries were spot welded with straps to create a battery pack.
Buy cells from a trusted supplier and stick to the brand names of manufacturers that actually make the batteries. Sony, LG, and Samsung are a good bet for quality cells.
The issue is whether those batteries received any physical damage when the spot welded straps were removed from the batteries.
There are some very fragile and important parts to a battery that you can't easily see, primarily under the positive pole. Those parts are important because they are what allow the battery to vent gas should the battery undergo a venting incident. There is no way to determine if there is damage to those parts unless the battery is taken apart and inspected. At that point, the battery is already ruined.
