Didn't say that at all...
But do you agree with that?

"Best enforcement powers across the government?" CIA? I don't even think there is an answer. ATF when e-cigs are regulated as tobacco products.
The question is "in your opinion, does FDA have the best enforcement powers across the whole government?".
Under their scope of operation, yes. For tobacco and firearms-ATF, for money laundering and counterfeiting-Treasury Department...
We're talking about "enforcement". Isn't that done by police / FBI / judicial system?
Not when it comes to regulation. Enforcement can be fines or loss of business license...
Regulatory powers are not the same as enforcement powers. We're talking enforcement here. Who comes to stick tape on the doors and/or arrest people operating an unlicensed business?
Can we get more specific? Who is "They"? Does FDA itself own a SWAT team? Can their agents operate without a warrant?
Third time you're trying to avoid the answer.
Let me do it for you: FDA does not own a SWAT team. They have an investigative unit (OCI). And, as you correctly obesrved, they can't do nothing without involving the judicial branch.
Can you explain why FDA would be better than congress/police/court at regulating / enforcing in homicide cases?
In the hypotetical event of a room mate droping on the floor after vaping, would you call:
a. ambulance
b. police
c. fire department
d. your lawyer
e. FDA
f. NOAA
which of them in what order?
FDA doesn't have SWAT teams? That's news to me and the FDA... Even the DOE has SWAT teams...
You should probably do a little research about the federal government and its agencies...
The Wolf...
SWAT stands for "Special Weapons and Tactics". Can you list the "Special Weapons" that FDA's OCI owns and operates as to qualify it as SWAT team?
GLOCK 10s, 40s, MP5, shotguns, flash bang grenades, M1911.45 ACP, tear gas...
I carefully worded my personal decision to not vape diacetyl.
