now that i provided amusement for the pepper i can safely concentrate on supper! 
Yeah, it's a problem Tibs ....IF it contains the active ingredients.
Otherwise, it may be a Harm Reduction thing if it's just flavoring.
The general populous won't understand no matter what. Sigh. IDK why they keep approving green stuff and are anti e-cig. Green stuff is just as bad for you as tobacco since it's burnt. And it's worse than nic because it's more mind altering. Has some limited medicinal uses. But very low % of population could benefit. MUCH lower than the general use rate. Our future generations don't need another bad habit from a short-sighted current generation. But the "war on green stuff" is a total fail.
Should just be a confiscation and $50.00 fine misdemeanor.
