Well, for the record, you did the right thing firing that first group that was stringing you on. As to the others, I can't comment without more details.

They could all use some CE training*.

As to the others, I can't comment without more details.

The second got one chance, coming fresh off the heels of the first. I wanted
the work done in my lifetime.

The people who actually did the work... I was told at the time of contract
acceptance it could be between 1 and 2 months - upfront. OK, fine... a bit
long (by my standards) but at least they told me. My "bet cynicism" was
lingering gun-shyness, with the addition of other broken promises received
by other folks regarding other things-to-be done over the years.

To blindly and blithely accept - or make excuses for - poor or substandard
service is tantamount to "enabling".

They set expectations up front, you agreed, it happened. You can pay them when complete. Worked out.
That's more like what I'd guess would happen.
You weren't exactly poo'ed on in that deal, despite your rant. Seems like they were fair, but didn't really communicate 100%...maybe 75%...but still, it got done with some "reschedules". Happens.

or other covering.

Will you get less wet by WALKING from point A >> B at your normal walking pace,
or will you get less wet RUNNING from point A >> B???
