Sounds as bad as Detroit. 50% of the people there are 'driving dirty' due to nation's highest rates. Complicated reasons. Michigan's rates are way too high due to laws for infinite medical payouts and no fault.

Well, the car was in a hotel parking lot in Oakland... Oakland is really bad. Really. Most of it is a slum.

But it can happen anywhere.
