BAD TRAINING. I blame the process/procedure more than anything. I don't think they intended for him to die, it's just ignorance on their part. Basically, lack of training, head busting mentality.

I agree 100%,another thing that plays into a deal like this is they know his history with them before they get there cops don't have the luxury of dealing with the upper crust of society most of the time and many of them bite,kick,spit,scratch and do things like kick out windows knowing they might spread AIDS,hep and other nasty stuff.What they need for some of them is a dart gun to put them out for a short time so they can secure and transport them.
