Yep... I guess so. I needed to shut the valve coming out of the water heater and
found it was (still is) totally seized up. And has green stuff growing on it. I was
NOT about to take a wrench to it and have it break off. It'll get replaced when
the water heater is replaced. Until then, I just have to shut off the main if I need
to do anything with the hot water lines.

    I guess some people (glare) go around and cycle all valves once per year.

    Bear make sure they install dielectric couplings when they do your water heater,another thing that's missed in older homes or places where they don't enforce NEC is a jumper around the water heater if the electrical panel is grounded to a water pipe down stream of the heater or main valve, grounding through those is a BIG no no without jumpers :)
