Different frequencies. Plain old phone service is very low frequency; nothing above a few kHz. DSL has a number of different implementations, but all the ones currently in use have components above 1 MHz, with some flavors quite a bit higher than that. Some connection problems will block high frequencies and others will block low frequencies (but the former is more common than the latter). A big issue is that the copper phone network is getting quite old and it hasn't received the kind of maintenance it should.They run on different lines or different fibers in the line. Something like that anyway.
