    No you can't
That all has zero to do with my question.
Your questing from what I understand is why the dealer couldn't quote a price on a upfront extended warranty?

Simple, a new car has no history once we enter into the used car market that all changes.

Everything You Should Know About Extended Car Warranties
Driving History: Some warranty providers take the vehicle owner’s own driving history into account when determining the final price. It may seem trivial, but the provider considers how well you treat your vehicle and how likely you are to get in an accident. This is common with auto insurance as well, where a good driving history can lower the cost of insurance policies.

Who said anything about a "used car"?

ANYWAY... every vehicle I have purchased in all my years...
extended warranty coverage (parts list) and price have all been
in a pre-printed up-sell brochure. And the dealerships would
have fallen all over themselves to get it into my hands, even
when just window shopping. Along with complimentary coffee
    and donuts.

THIS time, my CURRENT car is being put under a microscope
to determine the price of a future purchase. And that just does
not sit well with me. There is just "something" about it that is
    very off-putting. I always saw a warranty as being a line-item
PRODUCT on the final bill of sale.

I knew this time would come (new car) after 14 years and I've
dreaded every thought. They are ALL out to simply screw you over
in any way, shape or form. Maybe that's why I keep my vehicles
for so long... to simply AVOID this crap. (Wish the broker was
still in business... last 3 cars... but I suppose one should retire when
    they hit 90+ years old.)

Just curious, and you have probably already said somewhere, but what are you buying. If you don’t mind me asking.
A new (brand new, 0-mile one) and want to add the extended
warranty NOW, even though I have 3 years to do it with
a guaranteed no-price-increase. BUT THEY CANNOT TELL ME
HOW MUCH THE WARRANTY IS unless I give them my CURRENT
car's VIN and/or come in to the dealership. WHY is it such a
    National Secret?!?!

Sorry, I should have been more specific, I meant make, model of vehicle. Just curious though, if you would rather not say.

    :: sigh ::

Thought it was an innocuous question.

My only takeaway is that something has changed since
the last time I bought a car. Yep, 14 years. It simply
came off to me as a jaw-dropper. POSSIBLY I should
not have been surprised, at all. Call me "insulated".
"Under a rock." "Luddite" in one manner or form.

I suppose they need to keep the house odds in their
favour in some way and have decided a dynamic algorithm
is the way to go rather than prix fixe. Still does not make
it right or that I will play along willfully.

What does that have to do with the car I am going to buy
and its extended warranty? I was referring to my CURRENT
    vehicle's VIN.
sorry, bear! ;) i thought you had bought already and were trying to add an extended warranty now :( would they try to check your present vin to see if there was a warranty on that car and how much it was used?
