As I went to checkout from Litecigusa I get this awesome message...
"Due to the recently passed PA 40% Tax we will no longer ship orders to any resident of PA. We apologize for the inconvenience to these customers."
Unfortunately I do live in PA and Litecigusa is also in PA so I can't really figure out why they won't ship to customers in the same state as them.

May be because it is the same state so they could be easily raided. Do they have to pay the floor tax on things they ship out of state or only on things sold in state? Will out of state vendors be so careful? What about offshore vendors, doubtful.

The PA tax is a paper tiger for consumers who already vape. I can buy enough mods, atomizers, and nic to keep me vaping for 10-20 years for $650. Suppose I live in PA (I don't). I buy the stuff, pay a few hundred dollars so it's legal and I can tell those suckers where to go. Compared to smoking my DIY and some hardware plus a 40% tax is still chump change compared to smoking.

Also I believe the PA 40% tax is applied to the wholesale price paid by the merchant. My cost of ingredients for DIY is 1.2 cents per ml. The PA shops who mix their own are probably spending about the same so what happens, their cost goes from 1.2 cents to 1.68 cents. Both of those numbers are trivial compared to typical retail prices of 10 cents and up. It will be tougher for PA shops to sell hardware but the tax seems irrelevent to the cost of their in-store mixes.
