Wow, great revenue generator, loads of fines.
I was leaving the grocery store last night as a fellow was taking his last few puffs on a cigarette, then I watched him throw the .... on the ground, right next to a cigarette disposal bin. I used to be him, now I'm embarrased.

Well, I always used to look around for an ashtray. And then, thinking it would discourage folks from smoking, places started removing the outdoor ash trays. Guess what happened.
If they bothered to think things through, they would have realized that, in the absence of a proper disposal receptacle, the only way to not litter would be for folks to put a burning .... in their pocket, and that wasn't likely to happen. My work-around in those situations was to grind out the ember on the ground, and then carry the .... around until I found a trash can. When there were no trash cans around, I put the .... into my pocket. I ended up with stinky pockets. Thank you very much.
I suspect that folks who throw a .... on the ground right next to a cigarette disposal bin are committing an act of defiance, expressing their resentment at being pushed around.
