Consumer Group Urges Vote Against Anti-Smoking Amendments

The Consumer Advocates for Smoke-free Alternatives Association (CASAA) urges Springfield, MO voters to say “no” to Council Bill No. 2011-012 that would amend Chapter 58 of the Springfield City Code to include the use of an electronic cigarette (e-cigarette) in the anti-smoking ordinances. CASAA is a non-profit organization that works to ensure the availability of reduced harm alternatives to smoking and to provide the public with truthful information about such alternatives.

“E-cigarettes do not produce smoke,” stated CASAA’s medical director, Dr. Theresa Whitt, M.D. “Smoke delivers tar, carbon monoxide, particulates, and thousands of chemicals created by the process of combustion. Because nothing is burned in an electronic cigarette (e-cigarette), the vapor does not contain any of these harmful substances. Nicotine does not cause lung disease, heart disease, or cancer—smoke does”. An e-cigarette consists of a battery; an atomizer; and a cartridge that contains propylene glycol (PG) or vegetable glycerin (VG), flavoring, and optional strengths of nicotine. When the user activates the unit, the battery supplies heat to the atomizer, which vaporizes some of the liquid in the cartridge. According to Health New Zealand, the vapor is “harmless, inhaled or exhaled.” The vapor dissipates quickly and there is no lingering odor.

“The language in the proposed bill reflects a serious misunderstanding of the purpose of the e-cigarette,” stated Dr. Whitt. “E-cigarettes are not being used for ‘circumventing the prohibition of smoking.’ The majority of consumers use e-cigarettes as a complete replacement for all their tobacco cigarettes, and most of the rest use e-cigarettes to reduce the number of cigarettes per day they smoke. These products are improving the health of their users, and could save the lives of many more smokers—provided their use is not discouraged.”

Dr. Whitt explained that CASAA surveys have found that many e-cigarette users first discover the safer devices when they see them being used where smoking isn't allowed. Banning indoor use, forcing e-cigarette users outside, removes an incentive for continuing smokers to switch to an alternative that could reduce their risks of smoking-related disease by up to 99%. She said that, as written, Council Bill No. 2011-012 stands to do more harm to public health than good.

Next Tuesday, voters in Springfield, Missouri (about 150,000 residents) will vote on a ballot initiative that would ban smoking in fewer than 100 bars and private clubs (that currently allow smoking), but would ban e-cigarette usage in tens of thousands of workplaces.

It might be helpful to some letters to the editor exposing how this proposed ordinance would have a far greater impact on e-cigarette usage than on smoking, and to point out how the authors of the proposal are insincerely in claiming that the proposal's goal is to protect public health (as there is no evidence that e-cigarette vapor has harmed any users or nonusers.

I live in St. Louis county and it says "any lighted or heated smoking materials", does that mean E-cigs or are they talking about hookahs and stuff like the Heatbar by philip morris

No one has tried to argue that the St. Louis County ban includes e-cigarettes, nor should it given the wording.

I was wondering that myself. Supposedly, this is the text of what was on the ballot:

Shall the City of Springfield, Missouri prohibit smoking in enclosed public places, places of employment, private clubs, within five feet of outdoor playgrounds and within five feet of outside entrances, operable windows, and ventilation systems of enclosed areas where smoking is prohibited, and exempt the following places from smoking prohibition: a) private residences, unless such residence is used as a child care, adult day care, or healthcare facility; b) not more than 25 percent of the hotel or motel rooms rented to guests as smoking rooms; and c) outdoor areas of places of employment; providing for the imposition of a fine of $50 per violation for any person violating said ordinance by smoking, upon a finding of guilt or admission of guilt; upon a finding of guilt or admission of guilt, providing for fines ranging from $100-$500 per day against the owner, operator, manager or any agent who controls a public place or place of employment or any business, and allows smoking to occur on the premises; providing for revocation of any license or permit issue to the business or public place that permits such violations; requiring that businesses and public places place signage advising of the prohibition on smoking?

There is no mention in the story of electronic cigarettes.

On Tuesday, the proposed "Question 2" on the ballot (official wording below), passed. 53.35 percent (11,201) voted "yes" while 48.29 percent (9,795) voted "no."

Hmm... Here is the text of the petition that was presented to council, whcih became Council Bill 2011-012:

"E-Cigarettes" is in the definitions, as item C of Section 1002. Then in Item N we see: ""Smoking" also includes the use of an e-cigarette which creates a vapor, in any manner or in any form, or the use of any oral smoking device for the purpose of circumventing the prohibition of smoking in this Article."

The petition got 1227 signatures to get itself put on the ballot. So this means that since the wording that was put on the ballot nevery mentioned thiis alterantive that doesn't produce smoke, nearly 10,000 people who voted for the measure were not fully informed of just what they were voting for.
 
Last Tuesday, April 5th, Springfield, Mo. narrowly passed a city smoking ban which included E Cigarettes. Why do they include e cigarettes in these no smoking bans? I havent smoked tobacco since Jan. 23rd thanks to e cigs and also quit chewing tobacco on the same day. I voted against the ban so I did my part but it still passed. I voted no mainly because it is a law that takes away freedom. The American Cancer Society and the Heart Association were the main funders of the group that had the ban put on the ballot. They also provided large billboards. Sad to see that donations to these organizations are being used to aid in communism instead of disease research.

Gyrospinup, you've totally got the wrong culprit! Donations to these groups are not being used to aid "communism". They are being used to aid, protect, and enhance the profits of the pharmaceutical industry! Check out the huge - and I mean in the millions - amounts given to these groups by big pharm to do its lobbying for it. And to push its nicotine replacement drug products at every possible opportunity. And, specifically, to propose and push for legislation and local ordinances all around the country to ban both the sale and public use of e-cigs, which are a direct and hugely growing competitor to its products.

There are numerous posts here, and articles and blogs all over the web, where you can see the facts and figures behind this truth!
