Tip for using syringes... You need some air inside the syringe before you draw any liquid in. I'd recommend at least 2ml of air. Often if I only need say 5 mls from a 10ml syringe, I'll just fill 5mls with air so I can't just draw it to the last mark, so you don't have to try and read the marks with it vertical. But you definitely a little air space in the syringe before drawing anything up into it.

...unless you're a stickler for precise, repeatable measurements. Your method would tack on the volume of liquid that the needle holds.
If you prefer to have air in the syringe, you would have to draw more than your desired amount into the syringe. When dispensing, you would leave the difference between the desired amount and the actual amount in the syringe.
Or you could suck some liquid in, invert the syringe so the air bubble rises toward the needle, plunge to evacuate the air, suck in the desired amount and dispense. If you're a cheapskate like I am, you could then suck in some air and dispense the remaining amount (that was previously trapped in the needle) back where it belongs.
ETA: I only use this method when making smallish batches. If I'm mixing a large batch of unflavored base, my methods above are more trouble than they're worth. The margin of error negates the negligible amount of liquid that a syringe needle holds.
